Iran maintains that it is entitled to enrich uranium under the nuclear Non-Proliferation Treaty and insists that it has no intentions of developing nuclear weapons. Furthermore, Rubio asserted that any inspection regime would need to include American oversight and allow inspectors unfettered access to all Iranian facilities, including military sites.
