Press Article: End of an Era: Infamous Barge Changes Hands Amid Legal Struggles
In a significant development for Michigan’s waters, the notorious barge formerly owned by Don Balcom has a new owner, marking a potential closure to Balcom’s years-long saga surrounding the vessel. Since it first captured public attention in November 2020, when it was discovered partially submerged in Grand Traverse Bay, the barge has faced numerous legal and environmental challenges.
The U.S. Coast Guard reported that the barge released approximately 40 gallons of oil and diesel fuel into the waters, prompting the Michigan Department of Environment, Great Lakes and Energy (EGLE) to issue a violation to Balcom, demanding its removal by May 2021. Controversially, state officials cited insufficient resources as a reason for not acting sooner. Estimates for safely removing the barge ranged between $200,000 to $400,000.
After moving north in mid-2021, the barge remained in limbo, frustrating local residents and officials alike. “It’s unacceptable, and we would like it removed as soon as possible,” stated Grand Traverse Band of Ottawa and Chippewa Indians Chairman David Arroyo. The barge was later towed to a site in Northport, where it lingered for nearly 18 months.
In April 2023, Balcom maintained intentions to move the barge, contingent on rising water levels. However, further delays ensued. Balcom faced legal repercussions, including charges of water protection violations, leading to a guilty plea in April 2024. His plea agreement allowed for adjustments based on future actions regarding the barge’s location.
Balcom, now 90 years old, expressed a strong desire to conclude this chapter of his life. "I’d like to have my life back," he said, seeking resolution as he moves forward from this complicated ordeal. With the barge’s sale, it appears that a long-standing controversy surrounding it may finally come to an end.
